About “Inter University Exchange Project”

The Inter-University Exchange Project aims to nurture global human resources who aim to work on the international stage and strengthen the global outreach of Japanese universities by promoting collaboration and student exchange with universities in designated countries and regions. The project provides financial support to universities that develop and conduct student exchange programs for Japanese and foreign students, as well as the construction of high-quality educational programs that are internationally recognized.

About “IUEP ―Indo-Pacific Region-” FY2022 Support for Creation of Inter-University Exchanges in the Indo-Pacific Region

Background of establishment:

The global landscape of higher education is changing rapidly in response to the COVID-19 pandemic. The pandemic has restricted international travel for students and researchers, resetting the global student market and intensifying competition for attracting and enrolling incoming international students. This has led to a surge in online education, which has the potential to overcome spatial and temporal constraints. As countries around the world expand international exchange support and some universities are leading the competition for talented students by investing in and developing online education, Japan is also being called on to respond strategically to the post-COVID era. In addition, in an era of heightened global tensions and rapid, unpredictable change, higher education institutions are increasingly being tasked to cultivate individuals who can think independently, take responsible action, and continue to challenge themselves.

Why focusing on the Indo-Pacific region?

The UK, India, and Australia, which share basic values such as democracy, human rights, and the rule of law, are important partners for Japan in terms of economic security and have strong research capabilities that are the foundation of international competitiveness.

International exchange measures in each country and past exchange results with Japan

The UK

The UK's departure from the EU and Erasmus+ in 2020 led to the launch of the Turing Scheme, a new program to support UK students studying abroad. The scheme is expected to complement the Erasmus+ program.

Australia

The NEW COLOMBO PLAN, which has been implemented in Australia since 2014, provides opportunities for Australian students to study and intern in the Indo-Pacific region. The program is expected to complement this project.

India

India, which is expected to continue its rapid economic growth, is a geopolitically important country for Japan. It is important to continue to support the expansion of exchanges between the two countries in terms of human resources and fields of study.

In the FY2023 budget, Japan will provide financial support for projects that implement educational and research programs between Japan and the U.K., India, and Australia on a bilateral basis or more, with a focus on quality assurance. We aim to build strong relationships with the three countries and other friendly countries, starting at the grassroots level, such as local communities and high schools. We also aim to promote university-to-university and student exchanges in the Indo-Pacific region in the mid to long term, and to build and strengthen strategic international networks and partnerships.
